NOTICE OF INTERNATIONAL TENDER PROCEDURE FOR THE BUSINESS PLAN PREPARATION OF THE ŠIAULIAI FREE ECONOMIC ZONE, AND THE STATUS OF THE ZONE, AND THE SELECTION OF THE GROUP OF FOUNDERS
The Government of Lithuania announces international tender procedure for the preparation of the best business plan of the Šiauliai Free Economic Zone and the status of the zone and the selection of the group of founders (hereinafter referred to as the ‘Tender Procedure’).
The winning founder or a group of founders will have to set up a management company for the Šiauliai Free Economic Zone (hereinafter referred to as the ‘Company’), that will sign a framework agreement with the Government of the Republic of Lithuania on activity of the Free Economic Zone for a term of 49 years and will be responsible for attracting investors, who would be responsible for industry/service companies establishment and create new employment opportunities in the Zone. The Company will be issued the right to grant permits for operation to economic entities within the Zone, to sublease to the companies registered and operating in the Zone and to set up service companies and set financial terms and conditions for sublease of land and real estate and provision of mutual services in the Zone. A detailed list of the Company’s rights and duties is provided in the legislation of the Republic of Lithuania regulating free economic zones.

Tenderers are invited to submit the documents to the Ministry of Economy of the Republic of Lithuania, 38 Gedimino ave., Vilnius, Lithuania by March 25th, 2013 (2:00 pm EET, 7:00 am ETZ). The tender envelopes will be unsealed at 2:15 pm on March 25th, 2013 at the Ministry of Economy of the Republic of Lithuania, 38 Gedimino ave., Vilnius, Lithuania.

To secure the validity of the tender, the tenderer must submit a Tender Security to the organizer of the Tender Procedure:
- Unconditional and irrevocable guarantee, issued by a Lithuanian or foreign banking institution, of international ranking (the lowest required Baa3/BBB);
- Surety bond, issued by an insurance undertaking belonging to a group of insurance undertakings, the insurance undertakings/ subsidiaries of which are registered and have activities in at least four EU Member States, and insured pursuant to the rules approved under the establishment procedure. The Organizer of the Tender Procedure retains the right to be acquainted with the surety bond insurance rules.
Prior to submitting the tender, Tenderer may request the Organizer if the Tender Procedure to confirm the agreement of the latter to accept the proposed Tender Security.
The value of the Tender Security amounts to LTL 100.000,00 (One Hundred Thousand Litas). The Tender Security must be valid for 90 calendar days after the deadline for the submission of tenders. In an eventuality of Tender Procedure continuing for a period exceeding 90 calendar days after the deadline for the submission of tenders, the tenderers wishing to further participate in the Tender Procedure are required to extend the validity of the Tender Security for 30 calendar days, The number of extensions of the validity of the Tender Security is not restricted, and the Tender Security must be valid for the entire Tender Procedure period.
